2Member of the Board of Directors. He obtained his Bachelor in Law at the University of Bucharest. Here he also defended his doctoral thesis in 1995 on “Legal Status of Foreigners in National and International Public Law”. He attended specialisation courses in matters of common security organised by the North Atlantic Treaty Organisation (NATO) at the headquarters in Bruxelles, Belgium (1995), at Garmmisch, Germany (1996) and Oberamergau, Germany (1997). In June 2004 the training course for mediators organised by the European Court of Arbitration, CCIRB and Assises des institutions arbitrales méditerranéenes et du Moyen Orient.

Professor Iulian Nedelcu, Doctor of Law
5He graduated in law from the University of Bucharest, later obtaining a PhD in law. Until 1991 he held the chairs of Juridical Consultant and Chief Juridical Secretary within the People’s Council of the district of Olt, afterwards beginning his academic career in the University of Craiova. He becomes assisting Lecturer in 1991, is promoted as Lecturer (1992), Assistant Professor (1996) and finally Professor (2000). In parallel, he worked as an attorney, member of the Olt Bar. He is a member of the „Paul Negrulescu” National Institute of Administrative Sciences, a branch of the Institute of Administrative Sciences in Brussels, founding member of the „Jus Alba” Association, member of the Society for Academic Administrative Sciences, university consultant doctor for the Romanian Government Agency for Accreditation and Quality Higher Education, member of the editorial board of „Journal of University Sociology”, a biannual publication which is published under Craiova University. He is specialty reviewer in the doctorate commissions of the Faculties of Law in Bucharest University, Craiova University and the Faculty of Public Administration within SNSPA. He has participated in numerous congresses and specialist international conferences under the auspices of SNSPA or under the Ministry of Education (2004). He has published articles in the Journal of Legal Studies, Craiova. He also received the Lawyers Union of Romania prize for „Civil Law, Special Contracts” piece (2004) and the Mihai Eminescu International Academy Award for the Legal Sciences section (2009).
Professor Vasilica Negruţ, Doctor of Law
6Graduates the Faculty of Law at the University of Bucharest (1988). She defended her doctoral thesis on “Descentralization of public administration based on the principle of local autonomy” in April 2001 at the Alexandru Ioan Cuza Police Academy in Bucharest. She began her academic career in 1992, as an assistant professor within the Danubius University in Galaţi. Afterwards she is promoted consecutively as associate lecturer (1996), lecturer (1998), associate professor (2003) and finally professor (2008). During 2003-2007 she was vicedean for the Faculty of Law within the Danubius University and as of November 2007 sits as dean. She attended a number of specialization programmes, among which the 2006 course on antidiscrimination mediators organized by the National Council Against Discrimination subordinated to the Romanian Parliament and the 2007 course on the practice of international relations and Euro-Atlantic studies organized by the Romanian Diplomatic Institute.
Associate Professor Alina Nicu, Doctor of Law
9Obtained her Bachelor in Legal Studies at the University of Craiova (1998). In 2003, she is awarded the title of Doctor in Law by the Alexandru Ioan Cuza Police Academy in Bucharest, where she defended her thesis on “Public Bodies in Administrative Law”. She joined the academic staff at the Nicolae Titulescu Faculty of Law at the University of Craiova in 2000, as an university assistant, progressing then as assistant professor (2002), lecturer (2004) and associate professor (since 2007). Amongst others, she is a member of the European Group for Public Administration (EGPA) based in Brussels, the Research Centre on Human Rights and Discrimination at the Ovidius University of Constanţa and the Paul Negulescu Institute of Administrative Sciences in Sibiu. These affiliations are seconded by collaborations with the C.S. Nicolăescu-Plopşor Institute of Socio-Humane Research (under the aegis of the Romanian Academy), the Regional Centre for Continuing Education of Civil Servants in Local Public Administration in Craiova and the National Institute for Preparation and Improvement of Lawyers.
Associate Professor Andy Puşcă, Doctor of Law
10Obtained his bachelors in Legal Sciences at the Danubius University in Galaţi and in Administrative Sciences on behalf of the National School for Political Studies and Public Administration in Bucharest. He graduated the courses held within the Department of Teacher Personnel Training within the Dunărea de Jos University in Galaţi, as well as the master degree in human rights, democracy, peace and tolerance organised at the UNESCO Department of the North University in Baia Mare. In 2006 he was awarded the title of Doctor in Law by the Institute of Legal Sciences of the Romanian Academy. Beginning in 2000, he worked as an university assistant at the National School for Political Studies and Public Administration. The role was combined with his legal practice as lawyer in the Bucharest Bar Association. He spent the next two years as lecturer at the Alexandru Ioan Cuza Police Academy in Bucharest and the National Institute of Magistracy. Beginning with 2004, he was a lecturer at the NSPSPA, heading course and seminar activities in Civil Law and Civil Procedural Law. Since March 2003 he is an Associate Professor and vicerector of the Danubius University in Galaţi.
Lecturer Victor Teodor Alistar, Doctor of Law
11Member of the Board of Directors. Graduated the National School for Political Studies and Public Administration and Danubius University in Galaţi. Doctor in Administrative Sciences. Victor Alistar is the Executive Director of Transparency International Romania, position held simultaneous with the academic office at NSPSPA. He is a member of the Governmental Commission for Public Managers, of the Strategic Committee of the National Anticorruption Directorate and trainer in transparency, public integrity and fight against corruption.
Lecturer Marius Andreescu, Doctor of Law
12He holds a Bachelor of Legal Science (1982) at the Economic-Administrative Law Faculty in Sibiu and continues his studies with the University of Bucharest, where he obtains the title of Doctor of Law with the thesis „Constitutional Law and Political Institutions” (2007). He attended training courses at the University of Wales, Swansea (199) and University of Cambridge (2001) and held documentations within the European Court of Justice (2008).
His university work begins as an Assistant Lecturer within the University of Pitești, presently holding the position of Lecturer. He is also a trainer of the National Institute of Magistracy. As a magistrate, he held the offices of President of Pitești Court, Argeș Court Judge, and presiding officer at the Criminal Court of Argeș. Presently, he is Judge of the Court of Appeal, criminal division, Pitești. In parallel, he is also a member of the „Paul Negulescu” Institute of Administrative Sciences of Romania, a Romanian-American Academy (New York based) collaborator, and between 1999-2007 the coordinator of the „Probation in Romania” program in collaboration with the British Government.
He was decorated by the President of Romania with the National „For Merit” Order in rank of Officer (2000), he was also awarded the Diploma of Excellence by the Pitești Cultural Center (2004), the Diploma of Honor awarded by the Youth Association of Muntenia (2005) and the Diploma of Excellence of the Alma Mater University in Sibiu (2010).
Associate Professor Mihaela Victoriţa Cărăuşan, Doctor of Law
13Member of the Board of Directors. Graduated Administrative Sciences at the National School for Political Studies and Public Administration (2000) and Law at Lucian Blaga University in Sibiu (2002). She is awarded the title of Doctor in Administrative and European Administrative Law by the University of Craiova (2007). Furthermore, she pursued a Master degree in International and Community Law at Nicolae Titulescu University in Bucharest (2009). She attended specialisation courses within the Centre de formation professionnelle in Nisse, France (1998), the Venice Commission of the Council of Europe in Strasbourg, France (2001 and 2007). Since 2003 she is a lecturer at the National School for Political Studies and Public Administration, chair of the Department for International Programmes of the Faculty of Public Administration, and Chair of the Law Department (2009-2011).
Lecturer Bogdan Ciubotaru, Doctor of Law
14He graduated in law at the „Alexandru Ioan Cuza” University of Iași and in chemistry at the Technical University of Iași, and continued his studies in law and administration, obtaining a PhD in Law in 2010 from the University of Bucharest. Founding member and secretary of current affairs at the Romanian Constitutional Law Association, he is also an active member of the „Paul Negulescu” Institute of Administrative Sciences.
He started teaching in academics in 1998, as Assistant Professor within the „Mihail Kogălniceanu” University. He presently holds a Lecturer position, being the main teacher of European public administration courses, Administrative law courses and Special administrative issues courses. Since 1998 he is also a lawyer, being a member of the Iași Bar. He has published articles in the field of juridical and administrative sciences, like: „Local autonomy. Local issues. Local solutions.”, „The need for constitutionally downsizing of the right of private property in perspective of the integration of Romania in the EU”, „Banning racial discrimination in Romanian law”, „On the constitutionality of administrative courts”.
He participated in the annual scientific sessions organized by the „Mihail Kogălniceanu” University, he has moderated project activities organized by the Romanian Association of Debate, Oratory and Rhetoric, between 2008 and 2009 he coordinated the Grundtvig Project team titled „European Parents School for Lifelong Learning” and in 2009 he was appointed co-trainer within the PHARE/2006/018-147.01.03.01.01 program.

16Graduated Administrative Sciences (1998), as well as legal sciences (2001) at the Faculty for Legal Sciences within the Valahia University of Târgovişte. Pursues her master studies at Université Paris XII (Faculty of Literature and Social Sciences and Faculty of Administration) and Valahia University of Târgovişte (2001). Here she receives the certificate for pedagogy and teaching techniques (2002). In 2006 the Legal Research Institute of the Romanian Academy grants her the title of doctor of law for her thesis on “Rule of Law” (2006). In 1998 she joined the academic staff at Valahia University, where she is currently a lecturer. She was in charge of a number of European projects, amongst which „European dimension of trainer competencies in public administration” (Leonardo da Vinci grant). She is an external collaborator of the Legal Research Institute of the Romanian Academy since 2006, member of the CEDIMES Institute since 2007, member of the implementation teams of a number of CNCSIS grants (“Romanian electoral system and the electors before the European elections” – 2007; “Incidence of Community Law on Romanian legislation in the priority areas” – 2007/2009), course lecturer in the Jean Monnet European Module no. He pursued a Master degree in Management of Local Public Administration (Bucharest Academy of Economic Studies, 2004), as well as a series of specialisation programs in Romania (Course for senior civil servants – National Institute of Administration, 2008; Project Management – Regional Centre for Improvement in Bucharest, 2007; Public Administratin Reform – Ministry of Education, in partnership with the Ministry of Administration and Interior, 2001; Performance in Public Administration – National Centre for Local Public Administration, 1999; Improvement of county secretaries – National School for Political Studies and Public Administration, 1997; Improvement of prefecture secretaries – Government General Secretariat, 1991) and abroad (International Humanitarian Law and Management of the Red Cross – International Federation of Red Cross and Red Crescent Societies, Geneva, 2003; Child Protection Reform – Portland State University, Oregon, United States, 1998). He is currently the county secretary for Dâmboviţa County Council and also President of the Dâmboviţa County Red Cross organisation. Associate Professor Dragoş Dumitru Jaliu, Doctor of Management
19Structural Funds Consultant, certified CNFPA trainer and doctor in Regional Development, Dragoș has a lot of experience in Project Management and Strategic Planning, Entrepreneurial and Vocational Development of Trainers. He holds an international certification in Project Management awarded by the Project Management Institute, Folcroft, Pennsylvania, USA. He held over 90 training sessions for adults in European Funds and Procedures, Administrative Reform and educating adults. In 2006 he graduated the „Training of Trainers” course organized by InWent, Germany, and became Certified International Trainer in Structural Funds, getting national certifications in 2009 from CNFPA in „Trainer of Trainers” and „Project Management”. Dragoș worked as an expert in the implementation of six projects funded by the FSE, is a partner of Structural Consulting™ Group, lecturer at SNSPA, Faculty of Public Administration and a member of the Project Management Institute. He initiated the information portal called fonduri-structurale.ro.

20Graduated in Law at the „Lucian Blaga” University of Sibiu (1999), he has studied in-depth legal sciences and management. The University of Craiova awards him the title of Doctor of Law (2010).
He graduated the mediator training courses organized by the Romanian Ministry of Justice, USA Embassy and the Pilot Mediation Center in Craiova, and the National training and scientific authorship program of the „Doctorate in Schools of Excellence – Evaluating quality of research in universities and increasing visibility by scientific publishing” project. He begins his academic career as an Associate Teacher (2005), becoming Assistant Professor (2008), presently being a Lecturer. In 1999 he begins work as a lawyer, being admitted to the Alba Bar.
